Local Law 196 NYC

Since 2017, there has been a lot of talk about NYC Local Law 196. While the requirements have been rolling in since 2018, there is now a Local Law 196 extension and we’re getting close to the cutoff date where all workers, supervisors, and employees will need certain training hours to meet NYC DOB construction safety requirements.

SST Card Requirements

The construction safety law has been slowly enacted since early 2018, and as 2019 moves along, the full requirements are kicking in. Now all workers, supervisors, and site safety managers on qualifying sites will need an SST card in NYC. These Site Safety Training cards show that the required DOB and OSHA classes in NYC have been met.

The 2019 SST card requirements for workers include a Limited SST Card for 30 hours total, divided between OSHA 10- or 30-hour classes, along with an approved 100-hour training program. For supervisors, a Supervisor SST Card is required. The Supervisor SST Card includes training such as the 30-hour OSHA course, 8-hour classes for fall prevention and site safety manager refreshers, and a 4-hour scaffold refresher.1 It also has several 2-hour requirements:

  • Site Safety Plan
  • Tool Box Talks
  • Pre-Task Safety Meetings
  • General Electives
  • Specialized Electives
  • Drug and Alcohol Awareness

 

By 2020, workers will need a 40-hour SST card that includes additional requirements for training with both OSHA and the New York City Department of Buildings.

Getting an SST Card in NYC

To meet all Local Law 196 requirements, you and your workers will need SST cards to show that all required training has been completed. You need to find safety and OSHA training courses that are approved by the New York City Department of Buildings. This usually includes in-person training, though more people in construction are also using VR safety training. Online options are also available, but the DOB has pretty stringent requirements for online certification programs.
